NASA has a number of programs that study space radiation and space radiation effects.

There are also programs that research the specific ways space radiation can affect satellite electronics (http://radhome.gsfc.nasa.gov/top.htm) and astronauts working in space and new NASA research programs to study these health issues (http://srhp.jsc.nasa.gov/).
The Radiation Effects and Analysis group (http://radhome.gsfc.nasa.gov) performs testing and analysis investigating the effects of radiation on electronics and photonics.
